President, Des Barker Associates, Inc.

Desmond C. Barker is the President of Des Barker Associates, Inc., a full service public and government affairs consulting company.  He has over 25 years of Utah legislative and executive branch lobbying experience, including:  strategic planning; proactively passing legislation; securing appropriations; and defending existing statutory benefits for his clients.  He has established strong governmental relationships and public policy expertise in business, tourism, economic development, land use, recreation, manufacturing, transportation, mining, taxation, real estate, energy and telecommunications.Prior to his work on Utah’s Capitol Hill, Des was the Economic Development Director for Park City/Summit County and was a  national business recruiter for The Economic Development Corporation of Utah. Des has served on many community boards.  He currently serves as a director on the KUED Board/Executive Committee, Bike Utah Board and Utah Open Lands Board. He was a founding director of the Mountain Trails Foundation to enhance trail usage in Summit County. Des is passionate about increasing outdoor recreation by Utahns and visitors.  Strengthening Utah’s unique active outdoor lifestyle brand is key to maintaining quality of life and economic prosperity. A University of Utah Communications graduate with a minor in Japanese, Des was awarded the Quinton C. Wilson Alumni Achievement Award by the Department of Communication at the University of Utah in 2014.
