Jacey Skinner is a government relations attorney at Ballard Spahr, LLC and former General Counsel to Governor Gary Herbert of the State of Utah. As General Counsel, she advised the Governor, his staff and his Cabinet on legal and ethical issues. She also acted as the Governor’s legislative director.
Ms. Skinner currently holds the position of General Counsel and Vice President of Public Policy for the Salt Lake Chamber and serves as a Trustee for Utah State University.
Ms. Skinner has also served as the Director of the Utah Sentencing Commission and as the President of the National Association Sentencing Commissions, the Deputy State Court Administrator for the Judiciary of the State of Utah, and an Assistant District Attorney with the Salt Lake County District Attorney’s Office. She received her Bachelor’s degree from Utah State University and her Juris Doctor degree from the J. Reuben Clark Law School at Brigham Young University.
